Closer Economic Partnership Arrangement (CEPA)

CEPA affords certain goods deemed to be made in Hong Kong tariff free access to the entire Mainland. Also, Hong Kong service providers in certain industries can export services to the Mainland. These special trade and service privileges are available to overseas investors too, if they fulfil the necessary requirements. CEPA allows WTO type benefits. The difference is that CEPA allows these advantages ahead of the WTO implementation dates and in some cases, affords bigger entitlements than those under WTO.
